Budget Reconciliation
July 3, 2025 | H.R. 1
Rather than addressing the urgent challenges working people face, this bill prioritizes tax cuts for the wealthy at the expense of those who can least afford it. This legislation cuts vital programs like Medicaid, rewards corporations that move jobs overseas, and undermines the economic security of working families across the country.
Provisions included in this legislation will make harmful cuts to Medicaid funding over the next decade and allow the Affordable Care Act enhanced premium tax credits to expire, jeopardizing healthcare coverage for 17 million Americans. Additionally, it will create new bureaucratic barriers, including more frequent enrollment renewals and work requirements designed to kick people off coverage. Seniors living in high-cost areas face even more difficulty accessing the care they need. This means higher out-of-pocket costs for families already stretched thin. CWA nurses and health care workers face even higher patient loads and deteriorating working conditions, all while trying to provide care to a growing number of uninsured patients.
While this bill prioritizes cuts to programs that help the working class, it makes permanent harmful international tax provisions that give the rich another tax break and incentivize offshoring. Of these, one of the worst being a provision that allows companies to deduct half of their offshore income. Despite its sweeping impacts, the legislation offers little in the way of meaningful support for workers. It phases out incentives for the creation of domestic clean energy manufacturing jobs, puts rural health care access at risk, and proposes auctioning off public spectrum to fund permanent tax breaks for the wealthy. All the while, the bill fails to address rising costs or stagnant wages.
This is Bad for working people.
